Support team has informed me that this has been resolved:
"Thanks for your reply. However we are able to figured out the problem, why notifications are not triggered and now the notifications are working fine."

Hello,
Thanks for the response and links. These are very useful information. Apparently, we were unable to add the user receive any notifications despite the user having requisite access and permissions to the card. I was able to add myself and other users. We did reach out to DOMO support team. Is this a known issue or a bug?
