Filter users using custom segment filters in advance google analytics connector.

I would like to qualify google analytics advanced connector results using custom dynamic segment definitions at the user level--so far I've only received error messages.  Has anyone had success qualifying user segments like this?

 

I'm talking about the details section pictured here:

 

For example, the filter  " ga:eventLabel==Login - Create Account Step 2" works and filters the data at the hit level.  However, the user-qualified filter "users::condition::ga:eventLabel==Login - Create Account Step 2" ought to qualifiy the data at the user level, but does not work.  I'm pretty confident that my syntax is correct per the API documentation.  Any advice appreciated.
