wrap your entire case statement with the SUM instead of just the condition
SUM( CASE WHEN `Approved` = 1 THEN `Total Charge` ELSE 0 END)
SUM( CASE WHEN `Approved` = 0 THEN `Total Charge` ELSE 0 END)
