HTML Beast Mode help

Is there a way to add a colored line below a number value on a card? or even a "line break" colored line?
I am trying to use beast mode/html to create a blue line to add below the SUM value of the card. I am currently using a single value card with:
'CONCAT(
SUM(Actual_Count
),
'
<hr style="border: 3px solid #30B0E0; width: 100%;">'
)"
But when i try to add it to the value it gives me the number but then text. Is this possible to do somehow?

The allowable html tags are listed in this knowledge base article, HR isn't on the list not are text-decorations which you could use for an underline. The U tag works for underlining but doesn't provide the ability to color it differently that the text as far as I know.

As far as I know, you have to use the HTML formatting in a Summary Number. When I do this, I use a single-value card with blank values for the values in the card, and put my HTML beastmode in the Summary. This would be a crude example (hyphens instead of a solid line), but maybe you can adapt it:
concat(
'<div>',
sum(Price
) * sum(Quantity
),
'</div>',
'<div style= color:#3a8dde>-----------</div>'
