How to create file upload/connection card? Or filter card based on data source

I'm interested in incorporating the ability for a user to upload a csv as a data source onto our dashboard and have that work as a filter to use the newly uploaded data in the other cards, rather than have the user open each card and change the source. Is this an option? Sort of like a file upload card?

    I'm not sure I am getting exactly what you are trying to do.  

    What is the use case?  

    What do you see the process looking like?  

    What type of information would be in the uploaded dataset?
