How do I create a filter that works on all cards on my page?

In order for a page level filter to be able to filter across all of your cards, the name of the column you're using to filter will need to be the same across all the data sources in play. You'll also need shared values among that column on each dataset.
Once you have that, you should be able to use a page filter and have it apply to each card on your page.

I'll add one thing to @Valiant's remarks. The field that you are wanting to use as a filter has to be on the data set, and not a beastmode. This is true for page filters as well as interactive filters.
