Record breaking month alerts for salespeople

I want to create a card to trigger an alert when people in my company have a "personal best" month. How is the best way to build a card so that I can get this alert for everyone? The only way I can figure out now is to build a separate card for each person but that's not sustainable when multiple metrics are tracked and the number of people increases monthly.
