Have you tried putting a filter card on the App? Filters (dropdown) work across App cards so long as the field is common on the dataset. Create the filter with the same dataset you have on the App. If there are more than one cards with different datasets, it will filter where the field exists in the datasets.

Yes, you need to go through Admin > Content > Dashboards search for the dashboard you want and select the checkbox. In the upper right will be an option for Edit, select Add Users & Groups and add yourself since you're an Admin.

You are going to need more than just the filter tile to do this. Here is bare minimum of what it would look like:
Add a Constants Tile that you will use for the join tile
Add a Group By Tile that gets the latest date
Add a Join tile that joins on that JoinKey constant you created earlier so that the LatestDate field is now repeated for every row.
Use the Filter tile to filter where the date equals the LatestDate field
This will filter down your data to the latest month

You can switch off the abbreviation in the mutli-value card under the chart properties > Value Options and uncheck the Auto Abbreviate option.
Re: Make the Flex Table the GOAT chart
One additional change that could be done on the Flex table is this:
Allow to reverse the colour direction for each field individually, because now you can only reverse the colour direction for the whole table at once. For example if you have revenue and cost in one flex table, one should be green as it increase and the other should be red, which is not supported currently in the flex tables.

@MattTheGuru - We shouldn't have to have extensive work arounds for something as basic as padding. App Studio gives better padding options but even NIL or zero pixel padding isn't zero. I can't even get a Domo logo to align left with a card due to padding and width limitations.
