Allow pubgroup users to access filters created for them

Currently, only the default filter is available to pubgroups users. It would be beneficial if other saved filters for a dashboard were available via the pubgroups rather than putting the onus on the members of the pubgroup to create their own. The support ticket I put in related to this suggested Domo Everywhere or creating participant users neither of which work for our current use case.
