Table Scroll Bar

I would like to propose an enhancement to Tables card UX where user has the option to enable scroll bar to show permanently (instead of dynamically appear), and also for the horizontal scrollbar to be located at top of table in addition to the bottom. There are times when the table height is over the the user screen viewport, so having the horizontal scroll bar on top or bottom of table would really improve the UX.
