Dataset Permissions - Can View dataset

I've had several instances where users with share permissions incorrectly shared datasets with all users which is a security issue. I'd like another option in addition to Can Share and Can Edit to be Can View where they have access to the data but they can't share it or edit it to prevent security issues like this in the future.
