You could set a Default Filter view to default the year filter to FY23 and then set up your slicer card to override that filter.

You can do a running total over time using a window function. Something like this in a beast mode might work for you.

SUM(SUM(`field`)) OVER (PARTITION BY `fiscal_year` ORDER BY `date`)

If you're using a Date field, Bar cards would by default fill out Missing Dates, you can disable this in the card properties.
