Chart annotations for table cards

Currently, chart annotations are disabled for table cards.

Allowing viewers to annotate in specific cells would be help the card owners determine changes that need to be made to the data source without having to export the data.

Good idea. It has some challenges to identify the cell dynamically as data changes. We have added this to the backlog
