On a bar chart, an average line can be enabled under the "Grid Lines" option on "chart properties." However, if you add a series to the bar chart, the average line disappears. I have confirmed with Support that this is how the card is designed to function.
I suggest that the average line be available, regardless of whether or not the Series option is selected.
