The role grant required to use the Governance Toolkit is tied to far too many things, and it means we can't allow anyone other than administrators to use it. What we need is for there to be a role grant tied to each tool in the toolkit. Because we have a need for non-administrators to be able to use the Virtual Datasets tool and only that tool, and in order for us to do that, we need each tool in the Governance Toolkit to have its own role grants.
