Unblock Public embed by adding a new role/grant
Rakuten has a product request: Instead of blocking Public Embed entirely, we want a new Role/Grant can be developed to use Public Embed with this Custom role or grant. Currently "Embed content" grant exists but want to separate Public Embed.
