Publish a dashboard or app as a draft with collaborative reviewing features

Publish a dashboard or app as a draft and include some features before it's launched as a live page. Similar to a type of certification, but specifically around an entire dashboard/app collaborative building experience.
Annotations on various elements of the page - headers, sections, clicking on a card and adding a note to it, or even has some themed options like Showing inaccurate numbers, Visualization type change, Design change, etc.
Something similar to 'track changes' to approve/deny a changes suggested by Reviewers.
and then being able to add people with access to the draft and allow them to add the annotations, test all functions of the page and different elements like page filters, card filters, drill downs, etc. Each person added can have 3 roles - Editor, Reviewer, Approver and the page owner can select 1-3 roles per person.
When a page is then ready to switch over to live - there is a 'publish' button. A pop up comes up which shows all the people that were added to Review mode with a Remove Access toggle.
Then in the admin section, there is also some type of section where for any page/app that was entered into a review mode, has a report that has all of the changes/edits and a log of actions up until the approver approves the design, and the page is published.
