"Can View" Role Permission for Data

I'm working with our company to get started in Domo, and as a manufacturer we have IP protected data from our processes that need to be tightly controlled for access. For instance, our Sales team and Production team will need wildly different access to data sets, to the point where it becomes a legal liability for the sales team to see Production data.

Why is "Can Share" the lowest level of permission available to grant access to datasets instead of "Can View"? By allowing "Can Share", it means that any employee with ANY access to that dataset set can grant access to any other employees with the ability to access datasets. This means that we can't let most of our Production teammates access the Dataview or ETL tools at all, since we have no way of effectively governing access once we let them in the door.
