Enter list of filters independent of values in data set

I'd like to be able to type in a list of filter values for a card, regardless of whether the values appear in the data set.

Use case: records can be in one of several states. I want to include 3 of them in my Card. However, there aren't always records in each of the 3 states, so I can only set my card to include whichever ones are present at the time. I do not want users to have to go in and select new filters when they open the card. States can be added to the source data, so it doesn't work to use a "not in" filter.

(I'm aware I can do this with a Beast Mode, but the ability to enter a list of strings for a filter would be a game changer for me.)
