Custom Roles - Additional Permissions

We have a customer who has built out custom roles for some of their external subscribers: they would like to be able to give them access to the data tab, but not allow them to upload any files or data. This functionality is being requested as an enhancement. See summary of enhancement request below:

• Doesn’t want clients to be able to upload their own files as it charges credits with consumption pricing.
• Ideally doesn’t want them to have access to the file section at all, but an error when they try to upload would be an acceptable option
