PDP Automation of Governance Toolkit detects changes of users and groups if the configuration datasets are not changed. If the configuration datasets are not changed, Toolkit doesn't execute jobs. But uses and groups are added after the execution of Toolkit. It is not reflected because the configuration datasets are not changed for now.
