Add 'Most Upvoted Ideas' as a quick selection on the Forums Homepage

I'd like a new option listed here to see the most upvoted topics (maybe with a time filter) to easily find out what features are highly requested across the community and help avoid duplicate posts.

Agreed, it's painful to navigate and find Ideas currently to avoid duplication.
