Collapse Controls by default on cards without Controls

When expanding a card from a dashboard, a panel opens on the right to show card controls/quick filters. If there are no controls used on the card, then the panel shows some details about the card. This card details panel can be distracting when presenting dashboards in meetings, so I suggest collapsing it by default when the card does not use any controls.
