Allow for y-axis scaling on 100% stacked bar
There are occasions when the data that I am looking at doesn't vary much until the top of a chart. Including the entire chart can then make it difficult to differentiate between the changes of a single or multiple bars. It would be helpful to isolate these values by allowing the y-axis of a 100% stacked bar chart to take minimum values. The box is there, but it currently does not produce any changes to the axis. For example, the second value on the chart doesn't start until around 80%. We would then set the minimum Y value scale to 60-75%.
