Dynamic User Group - allow to pick 'Not in'

I want to create a dynamic use group where the rule is 'Not in "XXX" department', which is currently not possible.

I can only select departments, so like "dept A, or dept B, or dept C, etc". In that case, if I do that and exclude the department I want out, then I have to come back and edit the rule anytime a new department value is added. It also by default excludes people that don't have a department value yet, even though I'd like to include them.
