Allow multiple departmental certifications

There are times when we'd like to have multiple departments certify certain datasets or cards before we proceed with a company wide certification. Currently we're only allowed a single departmental certification but would be great to allow multiples so those departments know they've certified those objects and can trust the data within their department.
