Filter PDP rules applied to a card

Dashboards can be filtered based on PDP rules, but this gets quite cumbersome for admins, and confusing when people belong to multiple parts of the PDP. This is especially frustrating when there are multiple PDP protected datasets driving cards on a page.

We need the ability to filter cards based on the PDP rules we want applied. There are many times when users fall into multiple PDP rules, so outputs can contain too much data.

Some of this could be mitigate if it were possible to filter based on who is viewing the card, but that capability does not exist, either.

(The answer is NOT creating a separate dataset for each scenario!)
