Sounds like you are exporting from the dataset rather than viewing it on a card/dashboard. As @MichelleH points out, when you view it the other way the filter is applied.1 -

Have you tried period over period chart type? Select your date range and how you want it graphed (by week, month, qtr, etc). And then select compare to 1 year ago.2
