Have you taken a look at Scale Marker chart properties? They currently have the limitation of only one per chart but you may be able to do several of the functions you are looking for. Much more flexible than the goal line.

Clark, the default behavior for the calendar card is to adjust the view to the data passed into the chart. If it is only given data for 1 day, it has a different view than if passed multiple days in a month, or in a year.
