I experienced the same non filtering behavior a couple of days ago, also it seemed to me as you describe, a non permission way to create cards BUT at first glance it appears it combines at least 2 cards into 1 visualization which is a great plus, in your example I see it as a Bar Chart + Comparative Gauge
