Conditonal formatting based on other columns within data

Conditional formatting is quite useful, however it's currently limited to selections within that column for text, or ranges for date/numerical values.

I would like to suggest a third option be added to enable the conditional formatting to be applied based on another column of data. In cases of targets, this would enable the data to be managed/modified to update any targets rather than have to fix each applicable card.
