New Dashboard Design - Allow for navigation to different sections

With the new dashboard design, the user can no longer collapse sections.  On pages that have a large number of collections/cards... it is now more difficult to navigate to the cards you want, especially if they are in a section at the bottom of the page.

 

We really need a way to navigate to a specific section from the top of the page.  On the mobile platform, when you click the section name at the top, it brings up a drop-down all all the sections, and you can navigate to the section you need.  We need something like this on the web platform.
