Previous Year and Year over Year showing 2017 and not a rolling year

I'm building out some financial cards.  I pick a date range for previous year and the card looks great.  It is showing March - February (based on month).  However, when I go to show year over year it defaults to showing January 2017-December 2017 with the variance.  I'd like it to show a rolling previous year so next month it will show April - March.  

Is that possible?  I swear I've looked at every setting but just can't seem to find a way to change it.

When setting up the initial date range on the Period-Over-Period card you could do "Last 12 Months" and compare it to 12 months ago. See below:
